To better understand the current funding landscape for high-quality preschool as one component of early care and education, and to inform the future development of comprehensive funding strategies, the National Academies of Sciences, Engineering, and Medicine will host an expert meeting with an accompanying background paper.

The background paper, authored by a commissioned consultant, will review and synthesize the existing literature and identify exemplary approaches on the use of school funding formulas to finance preschool programs that include standards for workforce qualification requirements and compensation that is comparable to elementary educators in the same school systems.

The expert meeting will include presentations by the paper author and an additional 3-5 speakers to present examples of financing mechanisms, including school funding formulas as well as other models, that are currently being employed to support high quality preschool with well-qualified educators and administrators who receive adequate compensation packages. Invited participants, including staff of the Department of Education as well as other stakeholders, will engage in discussions with the speakers and with each other about implications for future funding strategies. The invited presenters and panelists will provide their perspectives as individuals; no report will be issued.

The background paper and expert meeting will explore the following questions:
1. Which states are using a school funding formula to fund preschool for 3 and 4 year olds?
2. What examples illustrate how a school funding formula approach can be successfully implemented?
3. What are the implications of states using school funding formulas when supporting preschool children in high quality learning environments?
4. What other funding sources are being employed to achieve high-quality preschool and how have these funding sources grown over the past 10 years?
