Statement of Issues

  • There does not seem to be a science of regulation outside of the health sciences
  • The literature that exists concerns “science in regulation” rather than “science of regulation”

There are several problems using models for regulatory purposes

  • It may be impossible to use “cutting edge” models
  • There are important legal considerations
  • Representation of uncertainties and communication of risk may have greater importance than in a research setting
