Standing Committee on Research, Development, and Acquisition Options for Special Operations Command (SOCOM)Current Projects Universal Radio Frequency System for Special Operations Forces Sensing and Communications Requirements for Special Operations Forces Statement of TaskAt the request of the Acquisition Executive, United States Special Operations Command (SOCOM), the National Research Council (NRC), under the auspices of the Division on Engineering and Physical Sciences, will establish a standing committee to help SOCOM identify potential avenues for research, development, demonstration and practical operational implementation of advanced science and technology in support of its mission. In approximately four meetings per year over an initial three-year period, the committee will bring together prominent scientists, engineers, and government officials to (1) receive, review and discuss reports on the scope, status and progress of the SOCOM portfolio of programs, (2) review and bring forward for consideration promising ideas from other venues, such as academia, industry and the national laboratories, and (3) discuss in detail areas of science, engineering design and technology relevant to the SOCOM mission and the general operational context within which prospective solutions might be deployed.
In identifying and developing promising areas of inquiry, the committee discussions can form the basis for development and coordination of NRC activities, such as ad hoc studies, workshops or other activities responsive to the SOCOM mission that draw on the expertise of all applicable units of the National Academies. The committee will focus on issues relevant to the joint military service environment, as reflected in the SOCOM mission, and will be appropriately constituted to receive classified national security information as part of its planning and program development functions.
The focus of the standing committee's initial discussions is anticipated in the following areas:

Technical merit of SOCOM's efforts relative to the state-of-the-art;
·
Efficiency and effectiveness with which SOCOM efforts are currently carried out and their impact to SOCOM missions;
·
Relevancy of SOCOM efforts to meet the future mission needs; and
·
Ability of SOCOM's facilities, equipment, analytic capabilities and scope of effort, and human resources to enable the command to fulfill its mission.
A key responsibility of the standing committee will be to identify future NRC studies, workshops, and/or other activities for consideration by SOCOM and the NRC.
