The second IIASA Director, Roger Levien, wrote this paper tracing the development of systems and policy analysis from its origins in World War II through RAND to IIASA based on his unique experience of 14 years at RAND followed by 7 at IIASA. It was prepared for a Dibner Institute (at MIT) Symposium on the Systems Approach. It subsequently appeared in the edited proceedings published by MIT Press --- "Systems, Experts, and Computers -- The Systems Approach in Management and Engineering, World War II and After."
