A Planning Workshop for establishing an Indo-US Roundtable for Scientific Data and Information (Roundtable).

3.                 Executive summary
The U.S. National Committee for CODATA and the Indian National Committee for CODATA, under the auspices of their respective Academies of Science, propose to organize an Indo-US Roundtable on Scientific Data and Information, a multi-disciplinary program which would convene a series of meetings, workshops and symposia, and initiate projects over an initial four-year period. The proposed meeting is for rigorous planning of the activities so as to optimize output of the Indo-US interactions in this important area.
The  Roundtable is envisioned to provide a unique bilateral forum for government, industry, and academic stakeholders in India and the United States to discuss and address the management, policy, and applications of scientific and technical data and information practices and policies, pursuant to a mutually agreed agenda. The Roundtable also would serve as a coordinating body for bilateral cooperation on these issues at the Academy and the national levels in each country, with appropriate recognition of other bilateral and international activities.
The activities of the Roundtable as well as any bilateral data cooperation project initiated under the Roundtable will be limited strictly to the data that is not classified as confidential or secret by either the Government of the US or the Government of India.
The Roundtable would hold one two-day meeting approximately every 12 months for an initial four-year period, alternating between the United States and India. These meetings would be focused on developing a detailed understanding of the issues and interests of the committee’s sponsoring organizations in the public and private sectors in cooperative scientific data and information activities, and on establishing an agenda of future issues and activities of common interest. A dedicated website would be used by each side to publicize the activities of the Roundtable and related materials. Information would be exchanged among members throughout the year on a listserv. Other meetings would be organized and held subject to mutual interest and available funding.
4.     Background, concept and purpose
There are many reasons for increased cooperation between India and the United States, both generally and specifically in scientific data and information activities. Within the larger context, there is expanding trade and other forms of cooperation. In the research domains, various mechanisms—contacts, exchanges, and joint research activities—already exist between numerous government and academic institutions in the two countries. However, none of these focuses expressly on cooperation in scientific data and information activities, policies, and practices. Increased cooperation in scientific data and information activities can help address significant public and industrial research and development problems in our respective countries and promote improved capabilities for cooperation in joint research. In particular, both countries have extensive and important scientific database and information activities in all disciplines and applications areas. Researchers in the public as well as private sectors in the United States and India have much to gain by fostering greater access to and exchange of such factual information, and by engaging in more joint basic and applied research activities, either in developing or improving scientific databases and information, or in using the databases and information in cooperative research.
The international CODATA and our respective national CODATA committees provide a well-established core mechanism for planning and facilitating cooperative activities in the data and information context. The scientific database communities in both countries, as represented by their CODATA committees, have a mutual interest in greater cooperation in this area. Such cooperation would benefit from a more formal forum for promoting dialogues and various levels of interaction between the two countries and the various sectors.
In the Indo-US Roundtable on Scientific Data and Information, the focus would be both on factual scientific databases and on scientific information (i.e., the scholarly literature) in which the governmental, academic, and private sector organizations in both countries have strong interests. The Roundtable mechanism would allow for a more meaningful participation of public policy makers and the private sector on both sides.
The Roundtable is envisioned to operate for an initial period of four years. The following types of possible cooperation initiatives regarding scientific database and scientific information policies, practices, and activities are suggested for discussion and potential follow-up in the Planning Workshop:
1) Exchanging of information and identification of issues concerning scientific data and information activities, and their management, policy, and applications, including barriers to data exchange at the national and international levels, which may have implications for both the public and private sectors.
2) Identification of scientific data and information resources that might be useful to be made more widely available in our respective countries.
3) Identification of high mutual-priority databases and scientific information centers in both countries that should have either mirror sites, or subsets of the contents established in each other’s country, and determine how to implement that.
4) Promotion of opportunities for both senior and junior scientists and engineers in both the public and private sectors to visit each other’s countries for various periods of time to learn about each other’s scientific data and information activities and policies, and to engage in cooperative research in select areas.
5) Promotion of opportunities for university students to visit and study in each other’s universities and research centers in areas within CODATA’s scope of activities.
6) Exploration of the possibility for joint projects in scientific data and information development, studies, or training, including topics such as common standards and interoperable systems and techniques; metadata and scientific information management practices; clearinghouses and portals for data resources; academic or public-private partnerships in these areas; and other topics by mutual agreement.
5.                 Specific need for a bilateral event
An exploratory Planning Workshop of experts and institutional officials on the Indian and US sides is essential for the purpose of identifying and prioritizing subject areas of mutual interest and to establish an organizational and operational framework, and schedule for implementing the multi-year Roundtable program, as outlined above.

The travel and meeting funds for the Planning Workshop are requested exclusively from IUSSTF. Funding for the salaries for organizing and holding the meeting will be borne by the participating organizations. Once the proposed Roundtable has been established, funding is expected on both sides from governmental agencies, research institutions, foundations, and private industry.

            Dr. Krishan Lal has made significant contributions in research and development, scientific leadership, and developing international collaboration. Dr. Lal’s research work on lattice imperfections in crystals, X-ray diffraction physics, and crystal growth has led to deeper understanding of the nature of real materials and their interaction with radiation and external fields.
            During Dr Lal’s Directorship, NPL had shown an impressive enhancement in R&D output, remarkably improved IPR protection, consistent increase in calibration services and resource generation.

ATTACHMENT 3 -  Summary of Biographical Information of U.S. Principal Investigator

Professional Biographical Summary

Paul is Director of the NRC Board on Research Data and Information Programs at the U.S. National Academy of Sciences/National Research Council (National Academies) in Washington, D.C., where he directs policy studies for the federal government. Paul’s area of emphasis is on issues at the interface of science, technology, and law, with primary focus on digital information policy and management, and on intellectual property (IP) on the Internet. He is currently establishing a new Board on Research Data and Information at the National Academies. He also directs the U.S. Committee on Data for Science and Technology, which serves as a forum for interdisciplinary data issues and advice for federal science agencies. From 1996 to 2001, he formally represented the interests of the National Academies in congressional legislation on database protection and on the application of the Freedom of Information Act to academic research data. Recent projects have included the establishment of a bilateral US-China Roundtable on Scientific Data Cooperation in 2006, two major symposia on issues concerning the public domain and open access to scientific data and information at both the national and international levels (2003 and 2004), a series of international workshops over the past 6 years on data management and policy issues in developing countries (Senegal, China, southern Africa, Latin America), and workshops on information policy with OECD (2008) and UNESCO (2005).
From 1991 to 1998, Paul was the Associate Executive Director of the Commission on Physical Sciences, Mathematics, and Applications at the National Academies. In that capacity he provided management oversight for 8 discipline boards, ~90 committees, and 55 employees. He also conducted special projects for the Commission, primarily in the area of S&T data management and policy. From 1985 to 1991, he was senior staff officer for the Academies’ Space Studies Board, where he directed studies on solar system exploration and Earth remote sensing for NASA. Before joining the National Academies, he was a foreign affairs officer at the National Oceanic and Atmospheric Administration in the Department of Commerce, where he worked on remote sensing law and policy and on intergovernmental agreements for cooperation in meteorological satellite programs. While at NOAA, he was principal drafter of the 1986 Dept. of Commerce Regulations for Licensing Private Land Remote Sensing Space Systems.
Paul is the author or editor of 22 books and more than 60 articles. Some of the recent National Academies studies that he has directed in the area of information policy and management include: Electronic Scientific, Technical, and Medical Journal Publishing and Its Implications (2004), Open Access and the Public Domain in Digital Data and Information for Science (2004), Bits of Power: Issues in Global Access to Scientific Data (1997), and Preserving Scientific Data on Our Physical Universe: A New Strategy for Archiving the Nation’s Scientific Information Resources (2 vols, 1995). Among the many articles that he has published independently in this area are: Open Data for Global Science, with Peter Schroder, Data Science Journal, CODATA, Vol. 6 (2007); A Contractually Reconstructed Research Commons for Scientific Data in a Highly Protectionist Intellectual Property Environment, with Jerome Reichman, 66 Law & Contemporary Problems 315-462 (Winter/Spring 2003); and Policy Guidelines for the Development and Promotion of Governmental Public Domain Information, UNESCO, Paris (2005). Paul has been involved in numerous consulting and volunteer activities dealing with a broad range of information policy and management issues over the years. Clients for which he has consulted include UNESCO, OECD, GBIF, UC San Diego, Duke University, CIESIN, National Institutes of Health, and NASA. He also has given over 100 invited presentations nationally and internationally, and in 1997 he received the National Research Council’s Special Achievement award for his work in data policy. He speaks fluent Czech and Slovak, very good French, and some Spanish, German, and Russian. Paul has a Juris Doctor diploma and Master of Arts degree in international relations from the University of San Diego (1983, 1984), and a Bachelor of Arts degree in world history from the University of Oregon (1977).
