Joyce Ray Associate Deputy Director for Library Services, Institute of Museum and Library Services (IMLS) Joyce Ray is Associate Deputy Director for Library Services at the Institute of Museum and Library Services (IMLS). She directs grant programs that distribute more than $40 million annually to libraries, archives, institutions of higher education, and related organizations. Program focus areas include digital curation; research and development of digital tools and repositories; and recruitment and education of librarians and archivists. Before joining IMLS in 1997, she was head of special collections at The University of Texas Health Science Center at San Antonio, an archivist at the National Archives and Records Administration, and program director for technological evaluation at the National Historical Publications and Records Commission. She has a master’s degree in library science and a Ph.D. in history, both from The University of Texas at Austin.
