Partnerships for Emerging Research Institutions

Project Scope:

The project will be conducted under the oversight of Policy and Global Affairs (PGA), in collaboration with the National Academy of Engineering (NAE) Standing Committee on Diversity in the Engineering Workforce. A separately appointed ad hoc committee will plan and hold a workshop on institutional partnering arrangements for emerging research institutions (ERIs). ERIs are defined as those institutions that conduct less than $15M annually in federally sponsored research. The workshop will feature presentations and discussions that will focus on administrative and infrastructure restrictions faced by faculty wishing to perform research at ERIs, and the ways in which such limitations could be overcome by partnering arrangements either with Research I universities or among ERIs. Specifically, the workshop should address: 1) potential administrative partnerships designed to compensate for the small size of ERI sponsored research offices, and 2) potential human resource and information-sharing partnerships designed to compensate for the limited non-teaching time available for ERI faculty to conduct research. The committee will produce a report describing the specific institutional partnership arrangements and relevant policy and implementation issues suggested in the workshop. The project is sponsored by the National Research Council. The start date is January 11, 2007, and the report will be released by the Fall, 2008.
