Board on Science, Technology, and Economic Policy
Gail Cohen is the Executive Director of the Board on Science, Technology, and Economic Policy. Gail recently joined the STEP Board from the Congressional Joint Economic Committee (JEC), where she had been Deputy Democratic Staff Director and Chief Economist (July 2009 – October 2014) and Senior Economist (2007 – 2009). Her job there was to advise Members of the House of Representatives and the Senate and their staff on economic policy, brief House and Senate Members of the Committee and their staff concerning JEC hearings and reports, and manage a policy team of 15 staff members and coordinate with communications staff on messaging.
She was previously with the Federal Communications Commission (FCC), Competition Policy Division, Wireline Competition Bureau, Senior Economist (2001 – 2007) where she analyzed competition in local and international telephone markets, was Team Leader for the Verizon/MCI Merger, and provided analysis of the state of competition for local telephone markets under Section 271 of the Telecommunications Act of 1996. Prior to the FCC, she was a Principal Analyst with the Congressional Budget Office (1997 – 2001), where she analyzed energy issues. She was also at the Federal Energy Regulatory Commission (FERC), Office of Economic Policy, as Economist (1992 – 1997), where she served as expert witness on various market-based pricing cases for both natural gas pipelines and electric utilities, expert witness on electric utility mergers, analyzed natural gas production markets, and researched benchmark/incentive regulation for natural gas pipelines, including empirical analysis of natural gas pipeline costs. Her Ph.D. and M.S. are from the Northwestern University in Managerial Economics and Decision Sciences, her M.A. is from the University of Rochester, and her B.S. from Carnegie-Mellon University.
