Vietnam Education Foundation The Vietnam Education Foundation (VEF) is an independent federal agency created by the U.S. Congress and funded under an annual appropriation by the U.S. government. Its mission is to strengthen the U.S.-Vietnam bilateral relationship through educational exchanges in science and technology. Since beginning operations in 2003, the National Academies’ Fellowships Office has supported the work of the VEF through review and selection of awardees for VEF Fellowships, Visiting Scholars, and U.S. Faculty Teaching Grants. In addition, the Fellowships Office has assisted VEF in developing seminars and workshops and performing assessment of capacity in STEM education and research.
